Addis Ababa, February 17, 2025 (FMC) – At its 42nd regular session held today, Ethiopia’s Council of Ministers approved three key regulations and forwarded a draft proclamation to the parliament for further deliberation and final ratification.
The session, presided over by Prime Minister Abiy Ahmed, commenced with a discussion of the draft proclamation establishing the Ethiopian Disaster Risk Management Commission (EDRMC). As explained by the Office of the Prime Minister, the primary aim of the proclamation is to operationalize the reforms initiated by the Commission. It seeks to foster a culture of mutual support among the Ethiopian populace, mitigate the social, economic, and moral impacts of disasters, and integrate humanitarian assistance, sustainable development programs, and peacebuilding efforts.
Following in-depth discussions, the Council unanimously decided to forward the proclamation to the House of People’s Representatives of the Federal Democratic Republic of Ethiopia (FDRE) for further review and eventual ratification.
The Council also reviewed three draft regulations concerning the establishment of institutions linked to national defense. The Ethiopian Defense University Establishment Regulation proposes organizational reforms and operational adjustments to enhance the university’s capacity to fulfill its mission. Meanwhile, the Defense Specialized Referral Hospital Group and the Defense Diagnostic Center Establishment Regulation is designed to address the country’s need for advanced medical, diagnostic, and related services. Moreover, the Defense Engineering Industry Group Establishment Regulation clarifies the group’s role in national development by outlining its missions and responsibilities.
After thorough deliberation, the Council unanimously approved all three regulations, decided to effect from the date of their publication in the Negarit Gazette.
