UN SG calls for an increase in financial support and investment in Africa

Addis Ababa, February 15, 2025 (FMC) – Addressing the 38th Ordinary Session of the Assembly of Heads of State and Government of the African Union, UN Secretary-General António Guterres delivered a speech emphasizing the strength of the partnership between the United Nations and the African Union. The Secretary-General highlighted Africa’s burgeoning potential, citing its enterprising population and the transformative potential of the African Continental Free Trade Area.

Guterres highlighted the ongoing legacies of colonialism and slavery, echoing the theme of the conference and referencing the leadership of figures like Dr. Sam Nujoma of Namibia, whose life and loss the assembly celebrated. He stated that the world must not forget that Africa is the victim of profound injustices. He noted that political independence did not free countries from exploitation and underinvestment. He also added that the lack of permanent representation for Africa on the UN Security Council is unacceptable and that reform to the international financial architecture is required.

The Secretary-General stressed the urgent need for peace and security. He highlighted the crises in Sudan, where the largest displacement crisis and famine is occurring, and the Democratic Republic of Congo, where continued M23 offensives are threatening to destabilize the region. He urged for immediate cessation of hostilities and respect for the sovereignty and territorial integrity of the DRC. Guterres also addressed the terrorism in the Sahel region and the ongoing crisis in Gaza.

The address also covered the need to advance the AU-2063 Agenda and the 2030 Agenda for Sustainable Development. Guterres emphasized the need for an international financial architecture reform. He noted that Africa’s growth is hampered by the high cost of borrowing. He called for an increase in financial support and investment in Africa.

The Secretary-General also discussed the climate crisis, noting that Africa faces severe climate disasters. He stressed the importance of climate justice, including adaptation finance and the Loss and Damage Fund, and called for the developed countries to double adaptation finance and significantly boost the Loss and Damage Fund. He also brought up the importance of AI and a need to ensure that it will benefit all of humanity.
